AI may assist draft assets only under TZV approved data handling conditions and human review. No sensitive or personal information is sent to external AI services. Anonymisation alone is not sufficient. Non AI production remains available.

xAPI would depend on separate approval, security architecture, an LRS and additional scope. It is not needed for this proposal and is not included in base pricing.

Every Buddy module is produced to WCAG 2.1 AA. Because WCAG 2.1 contains all of WCAG 2.0, meeting our standard also meets WCAG 2.0 A and AA, which supports Victorian Government digital accessibility expectations.
How we build accessible learning

Release evidence
Every proposed release includes a module identifier, version, release date, source policy references, change log, assessment mapping and QA report. TZV archives prior packages and associates completion evidence with the delivered version.
LMS validation
ECIS will confirm SCORM 1.2 or 2004. TZV and ECIS validate version identifiers, suspend and resume, pass status, archive and reporting behaviour through a pilot. Testing occurs without Buddy accessing the network.
Rights after contract
Delivered packages remain accessible in the TZV LMS after contract expiry. Enduring usage rights, third party licence terms, editable source ownership and authoring licences are documented separately in contract.
Accessibility acceptance
We design and test to WCAG 2.1 AA, including keyboard use, visible focus, screen reader checks, contrast, captions, transcripts and accessible alternatives. The device, browser and assistive technology test matrix is agreed and checked in the actual LMS.

The pathway sits within the response range of four to twelve weeks. Timing is subject to confirmed duration, complexity, resources, content readiness and review availability. Larger or Premium scope may require phased release.

Each module subtotal
Minutes entered × the production level rate per output minute, excluding GST. Rates are $99 Essential Rise, $299 Professional Storyline and $599 Premium Custom per minute.
GST rule
GST is 10% of the subtotal excluding GST, so GST = subtotal × 0.10 and the total = subtotal + GST. Every figure is Australian dollars.
Cents rounding method
Module subtotals are added at full precision, then the subtotal, GST and total are each rounded once to two decimals, to the nearest cent, with exact halves rounded up. Displayed and exported figures use the same two decimal values, so the cents on screen match the CSV.

Commercial assumptions

Final duration and inclusion quantities are agreed after audit and storyboard.
There is no automatic 380 minute commitment and no discount is assumed.
Production scope changes are reconciled at the agreed rate before work.
No LMS replacement or hosting fees are included.
Recurring legislative maintenance, workshops, translation, external legal review, source licence transfer and extra integrations are not priced in the base example.
Any scope exclusion that conflicts with Part B must be resolved in the formal response.
Additional format for discussion
The reference proposal includes a blended Rise and Storyline rate of $210 per output minute, or $4,200 excluding GST for 20 minutes. This rate is not in the TZV schedule and requires Buddy commercial confirmation before it can form part of an offer. It is intentionally excluded from the calculator.
Optional support
The response lists one hour virtual sessions, half day workshops of 3 to 4 hours, full day workshops of 6 to 7 hours and 10 hour support blocks over 12 months. These require scope and quote. A proposed Buddy standard 10 hour block may be discussed at $1,990 plus GST, or $2,189 including GST, subject to confirmation for TZV. Defect warranty work is not charged twice.
No recurring maintenance price is supplied in the RFI documents reviewed. Term, review cadence, update volume and service levels must be agreed before final commercial commitment.

Keep every release current and traceable
Part B requires supplier managed legislative content updates. We propose a shared workflow that combines external monitoring with TZV policy ownership.
